Most Economically Advantageous Tender (MEAT) approach: 70% commercial (price) / 30% technical (lead time/delivery schedule). Scoring formula: (Pmin / P) × 70% + (Dmin / D) × 30%.

Money

Estimated value: £1 (nominal). Pricing methodology: Fixed Unit Price in GBP. All prices must be quoted in GBP on fixed-price, all-inclusive basis including delivery and all costs. All applicable local taxes, VAT, and duties must be included. Payment in Ukrainian hryvnias at OANDA rate as of invoicing date.

Performance guarantee

No bid bond specified. Tenderer must demonstrate adequate financial resources and maintain all required insurance policies (Employer's liability, Public Liability, Professional Indemnity, Product Liability). Contract may be terminated for default if tenderer seriously misrepresents information or fails to comply with terms.

Payment terms: 100% post-payment, NET within 30 calendar days after delivery/acceptance and signing of delivery note. Delay penalties: 1-5% reduction per business day if delivery deadline is missed.
