Who can bid

Open procedure. Eligible bidders include SMEs, VCSEs, and other organisations meeting Pass/Fail criteria. Consortia permitted with all members completing tender sections. Suppliers must have CreditSafe rating of Low or Moderate, demonstrate financial capacity (minimum turnover up to 1x estimated annual lot value), provide two similar contracts from last 5 years, and commit to community benefits delivery.

How it is scored

Quality 60% · Price 40% Price 40% (based on total tender sum from Pricing Schedule) and Quality 60% (Previous Experience 7.5% + 7.5%, Contract Delivery 15%, Health/Safety/Environmental Risk Management 15%, Sustainability 15%, Community Benefits Pass/Fail). Scoring: 5=Excellent, 4=Good, 3=Acceptable, 2=Poor, 1=Unacceptable. Most Advantageous Tender (MAT) determined by weighted score calculation.

Money

Total estimated framework value: GBP 458,333 (excluding VAT). Lot 1 (Fencing): GBP 40,416.67 ex VAT / GBP 48,500 inc VAT. Lot 2 (Invasive Species): GBP 57,416.67 ex VAT / GBP 68,900 inc VAT. Lot 3 (Vegetation Management): GBP 42,333.33 ex VAT / GBP 50,800 inc VAT. Framework fee: 0% charged to suppliers.

Performance guarantee

Successful tenderer must provide evidence of self-declaration within set timeframes; failure to provide required evidence or unsatisfactory evidence results in contract award not proceeding. Framework Agreement includes Key Performance Indicators proportionately defined and applied at Call-Off stage. Contract may be terminated immediately if supplier added to debarment list under Section 59 of Procurement Act 2023; no liability for loss of profit or compensation.

How to submit

Submit by 11 September 2026 at 12:00 noon via Sell2Wales portal. Tender must be completed correctly, materially complete, and include Form of Tender, Non-Collusion Document, Tender Declaration, all required appendices, and supporting documentation. Tenderers must complete all sections of Tender Award Stage; consortium members each complete all sections with scores averaged.

Clarifications

Supplier Clarification Deadline: 4 September 2026. Clarification questions must be submitted in writing. Barcud Shared Services reserves right to seek written and/or in-person clarification from tenderers; failure to respond adequately may result in non-selection.

Contract period

Initial framework period: 26 October 2026 to 25 October 2029 (3 years). Framework will reopen for competition within first 3 years; anticipated to run for additional 5 years, with potential total duration up to 8 years. Maximum 54 suppliers to be appointed. No guarantee of work or set number of call-off contracts per supplier per lot.
