Tenderers must have proven past performance delivering goods/equipment to Ukraine in the last 3 years, pass Chemonics due diligence, comply with ethical and business conduct requirements, be registered, have valid tax registration and trade license, and be current with tax/social/labour obligations.

How it is scored

Most Economically Advantageous Tender (MEAT) method applied per lot. LOT 1: 70% commercial (price) / 30% technical (lead time). LOT 2 and LOT 3: 30% commercial / 70% technical. Scoring formula: (Pmin/P) × weight% for price; (Dmin/D) × weight% for lead time.

Money

Estimated value: £1 (symbolic). Pricing in GBP fixed-price all-inclusive basis including delivery. Exchange rate GBP to UAH per OANDA rate. Tender validity period to be specified by tenderer (in calendar days after deadline). No minimum price stated.

Performance guarantee

No performance bond amount specified. Tenderer must declare ability to comply with delivery schedule, adequate financial resources, and current tax/social/labour compliance. Contract financing does not permit financing of taxes, VAT, tariffs, duties or other levies imposed by Ukrainian law.
