How it is scored

Quality 70% · Price 30% Technical/Quality 70% (comprising: Contract mobilization 15%, Contract delivery 25%, Health and Safety 25%, Resident experience and customer service 20%, Social value 15%) and Commercial 30% (price-based evaluation of proposed service costs).

Money

Estimated contract value GBP 50,000 (excluding VAT) / GBP 60,000 (including VAT). CIS deduction applies at 2.00% (maximum GBP 1,000) for contracts up to GBP 50,000.

Performance guarantee

Contractor must maintain appropriate insurance throughout the contract period covering all risks arising from performance of the contract including death/personal injury, loss/damage to property, employers liability, product liability, and professional indemnity. Contractor must provide copies of insurance policies and evidence of premium payment on request. Performance will be monitored against agreed KPIs with monthly reporting required. Failure to meet performance standards may trigger a Performance Improvement Plan or contract termination.

Clarifications

Clarification questions must be submitted by 19 August 2026 (deadline). No approach of any kind regarding the tender should be made after this deadline or to CCHA employees/advisors, as this may result in automatic elimination from the procurement.

Contract period

Initial contract period of 2 years commencing 1 December 2026, with options to extend on a 1+1 basis (up to 1 December 2030) subject to satisfactory performance and mutual agreement.
