What this is
LHC Procurement Group (LHC PG), on behalf of the Scottish Procurement Alliance (SPA), is developing the Refurbishment and Modernisation Framework RM4 to serve public sector organisations across Scotland and Northern Ireland. The framework covers a broad range of workstreams including painting and decorating, electrical works, kitchens and bathrooms, aids and adaptations, damp and mould remediation, environmental and external works, stonework, reactive repairs and maintenance, and multi-disciplinary works. The anticipated total framework value is approximately £1.2 billion (£900 million for Scotland, £300 million for Northern Ireland) over an initial 4-year term with up to 2 x 12-month extension options. The Contract Notice/ITT was expected to be published in April 2026 with framework commencement in October 2026.

Who can bid
Suppliers must be capable of delivering refurbishment and modernisation works in one or more of the RM4 workstreams (painting/decorating, electrical, kitchens/bathrooms, aids and adaptations, damp/mould, environmental/external works, stonework, reactive maintenance, multi-disciplinary). Framework is structured to accommodate SMEs through value bands and workstream selection. Full eligibility and SPD will be published with the ITT.
How it is scored
Evaluation criteria not specified at PIN stage. The framework will support social value, community benefit, fair work practices, and sustainable supply chains. Call-off contracts will be awarded by mini-competition or direct award. Details will be in the ITT, expected early-to-mid April 2026.
Money
Estimated Scotland framework value: £900 million (total £1.2 billion including Northern Ireland) over the initial 4-year term. Individual call-off values will vary by workstream and value band.

Contract period
Initial framework term: 4 years (48 months) from October 2026. Up to 2 x 12-month optional extension periods, giving a maximum total term of 6 years (72 months).
