Employability Services Procured Service Arrangement - Phase 4

What this is

South Lanarkshire Council is establishing Phase 4 of its Employability Services Procured Service Arrangement (PSA), a flexible framework for employability and training services for individuals with barriers to employment. The arrangement covers three lots: Work Based Learning, Targeted Support Services, and Health/Wellbeing/Financial Support. There is no limit on the number of providers appointed and the PSA remains open for new applicants throughout its 120-month (10-year) lifetime. Award criteria are 90% quality and 10% price across all lots.

Who can bid

Open to organisations delivering employability services including work-based learning, targeted individual support, and health/wellbeing/financial support. Assessed via SPD and quality criteria. No limit on the number of providers appointed per lot. PSA will reopen for new applicants after each evaluation phase.

How it is scored

Quality 90% · Price 10% MEAT basis: 90% quality and 10% price for all three lots. Applicants evaluated in Phases based on the closing date for each Phase.

Estimated total PSA value GBP 4,000,000. Light Touch Regime procurement under Regulations 74-76.
