Orkney Islands Council (the Statutory and Competent Harbour Authority for Scapa Flow, Kirkwall and additional ferry terminals) seeks an independent Designated Person as required by the Ports & Marine Facilities Safety Code (published by the Department of Transport, April 2025) and the associated Good Practice Guide. The contract covers independent oversight of the Marine Safety Management System (MSMS) across all OIC ports. Estimated value is £175,000 for a 3-year term.
