What this is

Scotland Excel has established a Children's Residential Care and Education Flexible Framework Agreement (now open to new entrants) valued at £390 million over 72 months. The framework covers four service options: Residential Care, Residential Care and Education, Short Breaks, and Day Education. Providers must be registered with the Care Inspectorate with a minimum grade of 3, and schools must be registered with Education Scotland. The deadline for new entrant applications is 21 March 2031.

Who can bid

Care Inspectorate registration with minimum grade 3 mandatory. Education providers must be registered with Registrar of Independent Schools. SSSC and/or GTC registration required as applicable. Light-touch social services regime (Schedule 3 to the Public Contracts (Scotland) Regulations 2015).
