What this is

Aberdeenshire Council has established a Dynamic Purchasing System (DPS) for Passenger Transport Services covering five lots: dedicated school transport, local bus services, demand responsive transport, additional support needs school transport, and adult social care transport. The DPS runs until May 2028 and is open to new operators throughout its lifetime. Who can bid

Drivers must hold appropriate valid licences. Vehicles must be insured and taxed. Employer's Liability insurance required by law; Public Liability minimum £5m per claim. Financial probity checks via CreditSafe may apply. ESPD required.

Quality 10% · Price 90% Lot 1 (School Transport): 10% quality / 90% price. Lot 2 (Local Bus): 30% quality / 70% price. Lot 3 (Demand Responsive): 30% quality / 70% price. Lot 4 (ASN School): 10% quality / 90% price. Lot 5 (Adult Social Care): 10% quality / 90% price. Minimum 5 candidates invited per lot.
