Dynamic Purchasing System for the Provision of Employability Services

What this is

Aberdeen City Council, as lead authority for a joint procurement arrangement with other North East Scotland councils, is establishing a Dynamic Purchasing System (DPS) for Employability Services. The DPS covers a range of services supporting individuals on their journey into employment, including pre-employment support, skills development, and employer engagement. The DPS runs for 5 years until November 2027.

Who can bid

Organisations must demonstrate relevant experience in employability services delivery. Safeguarding and vulnerable adult protection policies required. ESPD required. Exclusion grounds per Public Contracts (Scotland) Regulations 2015.

Quality 60% · Price 40% 60% quality (subdivided as: General Requirements 70% of quality portion, Contract Management 15%, Fair Work First 15%), 40% price. Mini-competitions run under the DPS.
