Social Programme Management (SPM) Dynamic Purchasing System 2.0

What this is

The Scottish Government is establishing a Dynamic Purchasing System (DPS) version 2.0 for Social Programme Management (SPM) digital services. The DPS covers digital platforms and tools that support the management, monitoring and reporting of social and welfare programmes, including case management systems, data analytics, and programme monitoring solutions. The DPS is open to new suppliers throughout its 5-year lifetime until July 2027.

Who can bid

Suppliers must demonstrate experience in social/welfare programme management digital solutions and appropriate data security standards. ESPD required. Exclusion grounds per Public Contracts (Scotland) Regulations 2015.

How it is scored

DPS admission based on pass/fail selection criteria. Individual call-off contracts evaluated on Quality 40-80% and Price 20-60%, with exact weightings confirmed per mini-competition.
