What this is
The Scottish Government is establishing a Dynamic Purchasing System (DPS) version 2.0 for Social Programme Management (SPM) digital services. Who can bid
Suppliers must demonstrate experience in social/welfare programme management digital solutions and appropriate data security standards. ESPD required. Exclusion grounds per Public Contracts (Scotland) Regulations 2015.

DPS admission based on pass/fail selection criteria. Individual call-off contracts evaluated on Quality 40-80% and Price 20-60%, with exact weightings confirmed per mini-competition.
