What this is

West Lothian Council is establishing a Dynamic Purchasing System (DPS) for large vehicle transport services for more than 16 passengers, primarily for school transport but available to all council departments. The DPS runs for 10 years and suppliers may join at any time by passing the SPD selection questions. Estimated total value is £34.59 million over the life of the DPS.

Who can bid

Applicants must hold a valid PSV Operators Licence or community bus permit. Financial stability assessed via Dun & Bradstreet DBAi (Failure Score 35+). Employer's Liability £10m, Public Liability £5m, motor vehicle insurance for hire or reward. Police Scotland Serious and Organised Crime checks apply. All passing SPD questions are admitted to the DPS.

How it is scored

All applicants passing SPD selection criteria are admitted to the DPS. Award criteria for individual mini-competitions are stated in procurement documents; price is not the only criterion.

Money

Estimated total value £34,590,000 excluding VAT over 10 years. Electronic ordering, invoicing, and payment will be used.

Contract period
