Dynamic Purchasing System (DPS) for Education Taxis and Minibuses

What this is

Fife Council and Fife College have jointly established a Dynamic Purchasing System (DPS) for Education Taxis and Minibuses for the conveyance of children and young people to schools and educational establishments, including replacement transport and school meals transport. The estimated total value is £32 million over the approximately 8-year DPS lifetime. Operators can join at any time and contracts are awarded via mini-competitions.

Who can bid

Operators must hold a current PSV Operator's Licence or Taxi/PHC licence under Civic Government (Scotland) Act 1982. Insurance: Employer's Liability £10m, Public Liability £5m, appropriate vehicle insurance. Vehicle plate details required to demonstrate compliance.

How it is scored

Price anticipated as key award criterion for most mini-competitions. Quality criteria may include availability, location, complaint handling, change management, communication, and management of issues. All criteria stated per mini-competition.

Money

Estimated total DPS value £32 million. Bulk of mini-competitions run May to July each year, with some requirements outside those months. Sub-contracting permitted only in limited circumstances per conditions of contract.

Contract period

98 months (approximately 8 years) from May 2020 to April 2028. DPS open to new operators throughout its lifetime. Contracts may be extended beyond original DPS end date in limited circumstances.
