Who can bid

Operators must hold a valid PSV Licence or Permit. ESPD required: self-declare no exclusion grounds apply. Financial assessment on a risk-based approach per contract. Technical envelope and ESPD form the qualification.

Quality 30% · Price 70% 70% price, 30% quality (Operator Experience 10%, Best Value of Tender 20%). Award criteria subject to change and confirmed at each call-off competition. Variants accepted where they meet minimum requirements.

Money

Estimated total DPS value £200 million. Contracts may involve joint funding with other public bodies. Community benefits apply for contracts over £4m per annum — community benefit questions asked in technical envelope.

Contract period

120 months (10 years) from July 2018. DPS may be renewed after the initial 10-year period. Individual contracts typically 3 years; SPT reserves right to vary. SPT may extend contracts up to 50% of original value.
