Digital Diabetes Prevention Programme

What this is

NHS Scotland (via Public Services Delivery Scotland) intends to procure a National Digital Diabetes Prevention Programme to support individuals at risk of developing Type 2 Diabetes. The programme will deliver a nine-month, evidence-based lifestyle intervention through a digital platform including health coaching, peer support, and personalised goal tracking. The procurement will be conducted via a two-stage Restricted Procedure, with up to five bidders shortlisted, and a single-supplier national framework covering approximately 15,000 users over three years at an estimated value of GBP 4,720,000.

Who can bid

Two-stage Restricted Procedure. Stage 1: Single Procurement Document (SPD) assessment including mandatory/discretionary exclusion grounds, economic and financial standing, and scored technical/professional ability questions with examples of previous experience. A maximum of five bidders will be shortlisted to Stage 2.

How it is scored

Stage 2 ITT evaluation based on MEAT (quality and price). Bidders must respond to a Statement of Requirements covering methodology, service delivery model, clinical approach, digital capability, inclusivity, and pricing. Full criteria and weightings in the ITT.

Money

Estimated total value GBP 4,720,000 (excludes VAT). This represents the initial 3-year framework value for up to 15,000 users; value may increase if scope or user numbers are expanded during the framework term.

Contract period

Single-supplier framework agreement for approximately 3 years (15,000 users), with the potential to increase scope and user volume if additional funding becomes available. Framework also includes a Hypertension Pathway for approximately 500 users per annum.
