Fife Council is conducting a market engagement exercise for the provision of three dedicated out-of-school clubs for children and young people with complex Additional Support Needs (ASN), currently operating in Kirkcaldy, Glenrothes, and Dunfermline. The clubs serve young people from Primary 1 to age 18 requiring one-to-one care including medical and personal care support. The estimated contract value is £1,280,000 excluding VAT. The Contract Notice is expected 1 July 2026. Providers were invited to submit a completed RFI by 24 February 2026.

Who can bid
Providers must be registered with and regulated by the Care Inspectorate for childcare services. Must have experience providing out-of-school clubs for children and young people (P1-18) with complex additional support needs, including one-to-one personal care, medical care (gastrostomy, medication, suctioning, moving and handling). Full eligibility criteria will be published with the Contract Notice expected 1 July 2026.
