What this is

NHS National Services Scotland (NSS), acting on behalf of NHS Greater Glasgow and Clyde (NHSGGC), is seeking expressions of interest from parties capable of providing a fully funded Heat Purchase Agreement (HPA) for low/zero carbon heat supply to the Queen Elizabeth University Hospital campus (44 GWh/annum) and adjacent buildings in Glasgow. The market engagement exercise is not a call for competition and seeks parties who can deliver with no capital expenditure from the Health Board.

Who can bid

Minimum 5 years trading history; proven capability in large-scale district/communal heating (>30 GWh/annum); track record with fully funded innovative technology projects; ability to provide HPAs; understanding of NHS Scotland guidance (SHTM/SHTN). No capital expenditure from the Health Board.

How it is scored

Market engagement only; no procurement evaluation at this stage. The engagement will inform whether a competitive procurement procedure is appropriate. Formal contract notice expected around 29 May 2026.

Money

Indicative 10-year contract; estimated total value indexed over time based on current prices. Heat supply required: 44 GWh/annum for QEUH campus + 14 GWh/annum for adjacent buildings. No capital expenditure from NHSGGC.
