The Scottish Government is seeking to appoint external service providers as Bonds Bookrunners to assist in accessing the sterling public bond market. The bookrunners will manage the issuance process for Scottish Government bonds as part of its capital borrowing programme (annual limit £450 million, cumulative limit £3 billion, increased post-2023 Fiscal Framework review). The estimated value is £5,000,000 excluding VAT. The Contract Notice was expected 28 January 2026.

Who can bid
Investment banks or financial institutions with bookrunner expertise in sterling public bond issuance for sub-sovereign or government issuers. Must be capable of managing the full Scottish Government bond issuance process in the sterling market. Full eligibility criteria will be published with the Contract Notice.
