What this is

KBS Maritime (a KBR / BAE Systems joint venture delivering facilities management at Portsmouth Naval Base under the MOD Future Maritime Support Programme) seeks a contractor with design capability for the relocation of an armoury and Potential Explosive Site (PES) at HM Naval Base Portsmouth (Supply Chain Notice TXN0048-01, RIBA Stage 2). The contractor will develop a concept design solution for a new 50-120 m2 facility (workshop, PES storage, toilet/kitchen, single-HGV loading bay), delivering an Assessment Study with cost plans, delivery programmes and costed risk registers that recommends a preferred option against shortlisted alternatives, considering both redevelopment of an existing building and a new-build structure, supported by surveys and sustainability, Whole Life Carbon, Biodiversity Net Gain and DREAM assessments. An NDA is required before further details are released due to the constrained, secure location.

Who can bid

Contractor must have design capability, hold GBP 10m Public Liability, GBP 10m Product Liability and GBP 5m Professional Indemnity insurance, and (if successful) maintain JOSCAR registration and Cyber Essentials. All personnel must be BPSS security vetted and hold HMNB site security passes. An NDA must be completed before further details are released. Any expression of interest without the completed documentation will be rejected.
