What this is

This early engagement notice from the Department for Education (DfE) notifies the market of a forthcoming market engagement event regarding a potential procurement of an experienced Delivery Partner to develop, in partnership with DfE, best-practice guidance to operate and set up SEN units, resourced provision and pupil support units ('bases') within mainstream schools. The guidance will be DfE guidance hosted on gov.uk, developed over a six-month period via facilitated working group sessions. The Delivery Partner will be selected via the ECSC Dynamic Procurement System (JAGGAER). A market engagement webinar is planned for 24 July 2025; if the procurement goes ahead it is expected to open in August 2025 for around 14 days. This notice is for information only.

Who can bid

Delivery Partner must have lead practitioners experienced in SEN bases, understanding of mainstream schools/LAs, a track record of high-quality guidance, experienced facilitators, and capacity over 6 months; must be registered on the ECSC DPS to bid.
