Social Care Wales (SCW) is seeking a suitably qualified and experienced independent supplier to undertake a review of Fitness to Practise (FtP) case closures, providing independent assurance on the quality, consistency, transparency and proportionality of case closure decisions. The supplier will review sampled cases closed via officer disposal routes (10% of 231 No Further Action cases, 20% of 98 Officer Warning cases, and 100% of 4 Removal by Agreement cases) against criteria including timeliness, risk assessment, evidence-based rationale and compliance with SCW's FtP Rules. A structured, auditable methodology and a bilingual (Welsh and English) final report with findings, recommendations and benchmarking are required.
