What this is
Oxford Policy Management Limited seeks a Local Accelerator Delivery Partner to provide technical assistance to eight Innovation and Technology Fund (ITF) grantees in Indonesia. The assignment includes designing and delivering a bootcamp, conducting needs assessments, site visits, and tailored one-to-one accelerator support through March 2027 to strengthen grantees' commercial, operational and institutional readiness.

- Evaluation: 35% quality/experience, 25% team, 20% methodology, 20% commercial. Possible clarification interviews 27–29 July for shortlisted bidders (2–3 expected).
- Deliverables include bootcamp design, needs assessments, site visits, one-to-one support, and readiness scorecards. All reports in English. Contract runs September 2026–March 2027.
Who can bid
Single entity or joint venture/consortium (locally led with lead entity registered in Indonesia). Acceleration Manager based in Jakarta. Must not be suspended or debarred by international agencies. Must declare conflicts of interest with ITF grantees. Proof of similar programme delivery experience required.

How it is scored
Quality and experience (35%): track record of similar technical assistance/accelerator/business support programmes with case studies and client references. Team (25%): strength of core team CVs, breadth of specialist roster, sector coverage, local presence. Methodology (20%): credibility of delivery approach, fair support across grantees, GEDSI approach, quality of suggested refinements. Commercial (20%): value for money, competitiveness and realism of Basic Package quote and rate card relative to scope.
Money
Estimated value: GBP 100,000. Bidders must submit fixed quote for Basic Package covering all five phases (minimum 8 working days per grantee for one-to-one support). Rate card for additional one-to-one support by role (Acceleration Manager, internal specialist, external specialist, other). Travel and accommodation costs for delivery team and grantee representatives to be covered separately by OPML, not quoted by bidder.
Performance guarantee
No bid bond or performance guarantee mentioned. Bidders must comply with OPML Supplier Code of Conduct, Indonesian law, and OPML policies (anti-bribery, anti-slavery, conflict of interest, data protection, safeguarding, whistleblowing). Confidentiality agreements required directly with each grantee before receiving commercially sensitive information.
