Who can bid

Suppliers must complete all sections of the WPSQ (Weighted Pre-Qualification Questionnaire); failure to complete any section may result in rejection. Minimum 1 supplier to be invited; maximum 6 suppliers. Competitive flexible procedure.

How it is scored

Evaluation against pre-determined criteria with weightings: Core Items (70% weighting) and remaining items (30% weighting). Tender clarification interviews may be conducted but are not scored; information may be used to moderate evaluation scores. Award criteria details in WPSQ document.

Money

Estimated total contract value over six-year term approximately £12 million (GBP). Tender documents indicate estimated value GBP 20,000,000 (excluding VAT) to GBP 24,000,000 (including VAT) for the lot.

Performance guarantee

Performance bond of £200,000 required, provided by bank or insurer acceptable to Service Manager. If company deemed insufficiently strong to carry bond independently, option X4 will be executed. TUPE obligations apply: successful bidder must comply with Transfer of Undertakings (Protection of Employment) Regulations 2006 and assume employment contracts of transferring staff on same terms and conditions.

Clarifications

Enquiry deadline 12 August 2026, 12:00 PM. Bidders must respond to Council clarification requests within 3 working days of notification. Bidders must ensure representative availability for clarification interviews if invited.

Contract period

Six years from 1 April 2027 to 31 March 2033. Contract may be extended for two additional years (total 4 years extension possible) to 31 March 2037, subject to mutual agreement based on KPI compliance and Partnering Charter success. No guarantee of minimum workload.
