Organisations legally registered with the licences to deliver goods in Ukraine, able to pass Chemonics due diligence and the declarations in Annex 1, and not on any UK/US suspended, debarred or ineligible list. Prohibited-vendor hardware (Huawei, ZTE, Hytera, Hikvision, Dahua) is excluded.
How it is scored
Technical and commercial tenders are submitted separately; the technical proposal must contain no cost information. Award may take the form of a Time-and-Materials subcontract, framework agreement, purchase order, vendor services agreement or subcontract, depending on responses.
Money
Fixed unit price in GBP (calculated on the OANDA GBP/UAH rate). 100% post-payment NET 30 days. VAT-exempt: no Ukrainian taxes, VAT, tariffs or duties are paid. Delivery DDP Kyiv.
