What this is
Welsh Parliament seeks market engagement for a fully bilingual (English/Welsh) business management system to replace their current Civica Modern.gov platform. The procurement will cover supply, implementation, and ongoing support of a business-critical system managing parliamentary meetings, member information, and public-facing services with historical data migration from 1999 onwards.
Key points
- This is voluntary preliminary market engagement, not a formal tender — responses do not create procurement advantage or obligation
- Deadline for questionnaire submission: 13 August 2026 to helena.grant@senedd.wales
- System must be fully bilingual (English/Welsh) with equal parity across all components; suppliers without current Welsh capability must demonstrate proven multilingual solutions
- Estimated future contract value GBP 1,000,000 covering supply, implementation, and ongoing support
- System must replicate current capabilities (meeting management, member management, issue management, cross-party groups) and migrate historical data from 1999 onwards
- System is business-critical with multiple API integrations to broadcasting, records, and internal systems
