What this is

Crown Commercial Service (CCS) is creating a pan-government collaborative agreement, delivered as a Dynamic Purchasing System (RM6322), for the provision of Fund Administration and Disbursement services. It will be the recommended vehicle for all fund administration and disbursement services required by UK central government departments, building on existing grant administration services and broadening to loans, entitlement benefits, hybrid schemes and other fund types. The DPS is available to a wide range of UK contracting authorities, British Overseas Territories and Crown Dependencies; entry to the DPS does not guarantee award of any subsequent call-off contract.

Who can bid

Suppliers able to provide fund administration and disbursement services (grants, loans, entitlement benefits, hybrid and other fund types). The DPS agreement RM6322 is for use by UK contracting authorities, British Overseas Territories and Crown Dependencies falling within defined categories (government departments, executive agencies, NDPBs, police, fire, ambulance, NHS bodies, educational bodies, housing associations, charities, councils, public corporations and others), and by bodies within the definition of Contracting Authority in the Public Contracts Regulations 2015.

How it is scored

Suppliers are filtered on the DPS to meet buyer requirements; specific contracts are then awarded via further competition among selected suppliers, who submit responses that the buyer evaluates before award. Entry to the DPS does not guarantee any subsequent call-off contract.

How to submit

Suppliers apply to join the DPS; buyers then run further competitions. CCS and buyers reserve the right to use any electronic portal during the life of the agreement.

Delivered as a Dynamic Purchasing System (RM6322). The notice states the optional extension has been utilised and the end date is now 28/01/2031; note that closing, contract start and contract end dates in the structured feed have been adjusted for system compatibility, so the contract notice should be consulted for correct dates.
